To built up a page rank is very easy. I can built up my page rank-2. It is very simple.

I'm not sure about that, each increase in page rank requires an order of magnitude more pages. So getting to PR2 might require a site with 30 pages and 100 links. But getting to PR3 might require a couple of hundreds of pages.

The most important thing by Googles updated algorithm is Content. Tour content should be unique, subject oriented. Other thing is backlinks. These two factors do lot for ranking

The other ideas are linked to authority sites to your site, create an RSS feed and take care of 404 pages, WC3 Validation for the sites are also having to be done for building good page rank.
