Fast PR is the not exactly done by any because no one knows that when will Google update the page ranks of the websites. So, i would suggest you to build as many dofollow backlinks possible (keep working and never wait for the page rank because it will be coming one day and you will be benefited if you have done your best so keep working). And following are some suggestions, where you can get backlinks:

1. Linkreferral
2. Technorati
3. Crunchbase
4. About.me

PR is not intended to be rushed, you can obtain this if your site has enough quality links and traffic.

For good PR, you need to have some patience. Go for some good directory submission, article submission having unique content, social bookmarking. But make sure page in which you are placing your link, should be of good quality.
