its a combination of relevancy, trust, and citation... other factors are at play, such as does the url match or relate, the H1 titles matching and relating

1.Do off page Activity such as directory,bookmarking,forums,classifieds,Article,b logs,profile link,blog commenting,press release,web 2.0 etc. 2.On page activity-create a meta tags,RSS feed,create a site map,canonical tags,H1 to H6 tags,
