See procedural languages are the one that deals with procedures or in simple language ,functions.Its functioning mainly depends on functions .While non-procedural language like java.c++,etc deal with objects

Procedural programming languages are those languages which are used in traditional programming which is based on algorithms for solving problems. While Non-procedural programming languages allow users and professional programmers to specify the results they want without specifying how to solve the problem.

There is no big difference between procedural and non procedural language, the difference is just on functioning...........
