How to get High PR backlinks?
There are people getting links from high PR pages, even from home pages of other sites. I am sure they do not use more common link building methods to do so, like social bookmarks, blogging, article submissions, press releases

You can get high page rank backlinks via blog commenting, I would say, blogs have generally high page rank.

Try to do blog commenting, forum posting, social bookmarking, directory submission, article submission and many more. This are all off page activity. It helpful to generate a good quality of backlink. Better you need to have good page rank website. It will help you to generate more visitor to the website.

You can do business listing submission, blog commenting, blog posting and guest posting for building the high quality backlinks.

Possibility do get high PR back link is you need to share your site on high PR sites. And easiest way to get get inter linking from your hope page this will also help you to get good back link. other wise its not an easy to get high PR back links.
