It is an algorithm used by Google. Basically it determines how important is a website. The higher rank, the more love from Google you'll get. PageRank9 websites are the most trusted and thus ranked highest on Google.

Now a days Google can't update that page rank tool and may be in future Google can't update page rank algorithm.
