HI

Both actvities are very imortabt to increase your website page rank. you can write unique meta description, title as well as keyword, you can prepare keyword density and write correct meta data because it is very imortant to increase your traffic and also increase your website page rank.

In off OFFpage you can do only high pr and dofollow websites, daily submit 1 or 2 unique and qaulity articles and after approval you can submit bookmark in this article approval link. you can also do forum posting, blog commenting and some directory submision.

Based on my experience, getting a PR will take some time. I got mine from 0-2 in 1 year. I've done blog commenting, directory submission, social bookmarking, blog posting, article submission etc. I've never done guest posting
