I don't really think that article is up to date. Page rank formula is being changed constantly, and you should concentrate on quality content, and high page rank websites, rather than low quality directories. Good luck.

Google give page rank on the basis of backlinks. Backlinks are incoming links to a website or web page. The number of backlinks is one indication of the popularity or importance of that website or page (for example, this is used by Google to determine the Page Rank of a webpage).

Well, provided that you did submit at quality sites and you made quality posts through fair play aka White Hat... Google will surely give your website a PR. If you did any Black Hat techniques, then I'm afraid that the results will haunt you.
