I think, high PR back links and do follow back links are useful forget the PR.

Achieving google page rank is not the short term work rather you need to work continuously on it. Do some seo work on your site and keep in mind that increase in your site traffic is more important than page rank.

Page rank improvement is a long term process. If you want to improve it then you have need more and more backlinks. Those backlinks you can get from forum posting and blog commenting because both are able to get quality backlinks.

In order to get page rank you need to work on quality and unique content. Also make sure that all the Seo activities are getting done in proper mannner

Get rank for Google PR and SERP is different. PR is depend on number of dofollow link juice, SERP is split to various factor such as bounce rate, click through rate, social signal, link signal.
