What is the Difference between Blog Commenting and Quality Link Building?

Blog commenting is also part of quality link buildings, but blog commenting needs approval from blog master, the ratio is very law of approve comments.

You are comparing a sub-part with the whole. Blog commenting (the process of leaving your views on someone else’s blog) is a part of the bigger, umbrella term - link building.
Link building is the process of building linkbacks to a site using different off-site optimization techniques like social bookmarking, directory submission, blog commenting etc. |

difference in terms of what ? both will give you backlink but both have different uses

Blog commenting is very important for the site to get more traffic on the site but if that link is not quality basis, you site will not get good rank in search engine.

Quality backlinks are generally good over blog comments as Quality backlinks have high page authority
