But isn't bad credit loans usually not allowed? means that a person with bad history can not avail loans. if they are available then the mark up rates are sky rocketing

There are many loan companies that don't pay attention to a credit score. Though it has to be noted, most of them offer high-interest rates. My advice is to use a loan payments calculator https://maybeloan.com/calculators/lo...nts-calculator. It allows comparing different types of loans and calculating loan payments.
