Is it possible to get quality Xeon E5 2670 at $30?

You will get what you pay for. I can also recommend KVChosting.com dedicated hosting packages. These guys will meet your expectations.
I feel their prices are a little on the high side compared to what bandwidth you get. Can recommend this host to other webmasters or newbies looking for reliable and professional host.
