Ranking well in Google
If you want to rank well in your page, one of the most important things that you will have to consider is content optimization. Google always use this formula while giving page rank to any website. So, its better to submit your links in high PR site to increase the page rank of your website.

Yes i agree with the point which says about Content Opiimization. I have noticed that Website which uses Language meta tags as EN (English) and have grammatical errors or less content or stuffed keywords have gone down with the arrival of penguin update. And when i rectified the errors i.e. Grammar, keyword stuffing and Content weight, gradually i recovered.
