Views about the sandbox of Google

I want to get more information about this ting that they call as the Google sandbox. Now, even if there is actually no proof that this sandbox even exists out there in the online world, I will still want to get some sets of details about what people are saying about the whole thing. I want to know if the site that does some unethical SEO things will really get stuck in this thing called sandbox. I need to hear your views and opinions about the whole matter. It will be a good thing if we can make sure that it really exists.
