I believe the parameters of Black Hat Seo have increased post Panda Penguin Updates . Now after these new Google updates are more strict and impose heavy Penalty on websites.

Within on Page Activities take special care about the content which should be unique , informative and Original . Other things like hidden text , keyword stuffing ,are covered within Panda Updates

Regarding Off page avoid link farming, Door way pages , Link Exchange , Submission to Resources Pages , avoid links within bad directories or classified websites. All this off page are covered within Penguin algorithm .
