My site having no content in the home page. Inner pages having little bit content. Is there is any chance for the site to come up in search using only back link seo techniques?

no you will never rank in first page.
you must have write some optimize content which is help to increase your ranking.

Those websites that are gaining attention but useless sites, they will eventually be penalized.

But we will get websites which having no content in the home page. SEO having limitations with web site designing part. If the client is not agreeing our points what we will do?

No at least in home page 300 words content are wanted, if you put content then it should be crawl fast so that may be your website in come to SERPs so plz put content in home page.

content is heart of website, if you dont have content then you will never rank in any search engine.
