Both are best for seo but if you want to do only one thing then directory submission is best.

i think dofollow forum will increase your serp position..but you must use high pagerank dofollow forum

Dofollow forum posting technique is very effective technique to get backlinks and traffic.

Directory Submissions is not such a good technique. Getting listed in Dmoz website,will give your website to have a quality backlink. But submitting your website in too many directory website is not good SEO strategy. Forum participation is good,because,by engaging in various discussions,you are giving useful information to the other forum members.
