The Google Sandbox is an alleged filter placed on new websites. The result is that a site does not receive good rankings for its most important keywords and keyword phrases. Even with good content, abundant incoming links and strong Google PageRank, a site is still adversely affected by the Sandbox effect. The Sandbox acts as a de facto probation for sites, possibly to discourage spam sites from rising quickly, getting banned, and repeating the process.

How do we know? There's a few common signals:

The domain is relatively new (usually less than 1 year old, but sometimes as old as 2)
Pages on the site are unable to rank for even exact title tag matches
Other sites/pages outrank it for search queries with clear navigational intent
A temporal cycle in which the site initially ranks quite competitively for relevant queries, then suddenly drops off 30-500+ ranking positions
Other Google SEO metrics appear that are typically positive signals (such as assigned PageRank via the toolbar & sitelinks for domain searches)
The site ranks competitively in Yahoo! & MSN/Live
There's no indication of spam or manipulative tactics that could cause the rankings issues

The Google sandbox or “sandbox effect” is a filter that Google applies to new websites that want to rank in the search results for specific phrases. The filter exists to prevent SEOs and spammers from easily manipulating search results by satisfying all of Google's major offsite and onsite factors.

The SandBox is a metaphorical term coined by SEOs and Webmasters, not associated with Google, to explain why most new Websites have very poor rankings in Google Search Engine Results Pages. It seems of late Google has been withholding high ranking ability of newly launched websites for 2-4 months.

It is an old term. When a new born website creates thousands of backlinks aggressively google monitor the web spamming by keeping the website in the sandbox.

The Google Sandbox is much related to a new website being placed on probation, and kept lower than expected in searches, prior to being given full value for its incoming links and content. The Sandbox acts as defect experimentation for sites, possibly to put off spam sites from rising quickly, getting banned, and repeating the process.

Google Sandbox works on time delay factors. Normally a website is on the rampage from Sandbox when it gets a definite number of inbound links. The sandbox effect is much less than it used to be as there are many other more powerful metrics in the search algorithms today.
