Both are equally important for a website. Content helps to optimize your keywords and help rank them higher in search engines. Backlinks help to build domain strength in search engines and also help drive good traffic to your website.

In SEO strategies there is no such thing as which is better.
As much as possible techniques should work all together for it to be much more effective.

Backlinks (also known as "links to your site") are links from one page to another. The best Backlinks are those that comes from high PR (page rank) pages that are DoFollow.

I'd say both. I mean I know the importance of backlinks from high PR and DA sites and all, but what happens when the user gets to your site?

I don't know if Bounce Rate is still a factor in ranking but if it is and you have terrible content wouldn't your site lose all of that ranking love?

I aim to create the best content first and lots of it, before I even begin building a single link.

I agree with the answer "both", but quality is key. Better to have focused, quality content that concentrates on your actual site user needs, than spend time developing content that adds little value.

If you already have a lot of backlinks but a very little content then you maybe need to focus on content creating for a some time. Of course you must do both link building and content creation.
But if you already have a lot of backlinks and high PR and DA it would be wise to add more content asap

Both are important, remember you can always fine tine and improve your current content. Don't just focus on churning out new stuff, you've probably got lots of old pages/posts that can be improved and brought up to date.
