is there a keyword tool that analysis the number of high pr links that a competitor has; or guages the competition ,by checking the number of high pr backlinks of the top10 sites in the serps?

Google Ad word tool is the best tool for keyword research. It provides the competition for your keyword.

I use Long Tail Pro - it shows number of juice links. Also check Market Samurai - more advanced option
