Ad position is determined by a formula called Ad Rank that gives your ad a score based on your bid, the quality of your ads and landing page, the Ad Rank thresholds, the context of the person's search, and the expected impact of extensions and other ad formats.

The position of an ad is the position of your ad on a Bing, AOL, or Yahoo search results page. Its position depends on its ranking relative to competing ads. The ranking of the ad is determined by various factors, including:

1. The amount of the bid applied to your keyword . For more information, see What are keyword bids ?
2. The relevance of your ad.
3. The performance of your ad, based on various response signals, such as clickthrough rate .

Ad position refers to the position on a search engine results page (or SERP) in which your advertisements appear in relation to other ads on the page. Ad position, or ad rank, is determined by the following formula: Ad Position = Max Bid x Quality Score x Expected Impact of Extensions.

Ad position is the order of your ad in the auction results as compared to other ads. For example, an ad position of "1" means an ad was the first ad shown, with no other ads ahead of it. An ad position of "2" was the second ad shown, and so on.
