Its a off page SEO technique and provide result well if the site is high PR. But for the last few months Google provide low recommend to the directory submission.

I dont think Directory Submission is working these days. If you still want to do it, you can submit your website to few good directories only.
I would suggest to focus on guest posting on few high quality blogs in you niche, it will give you better results in serp. |

Directory Submission is one of the traditional off page SEO techniques, however i'm not sure it is still an effective option for doing proper SEO.
