No, not at all. Facebook is not useful for any kind of SEO effect, but of-course we should not neglect this as it can create a lot of good traffic for you.

This is the hot topic discussion and yet to react at any conclusion. Google said so many times that they ignore the web 2.0 links. But it's a really area of research. Moz CEO Rand has decided to conduct few studies and this one is also part of this.
