If your keyword found in content more than 5%. That is Keyword stuffing.

Keyword stuffing is one of the blackhat technique followed by some webmasters to rank their keyword. they used to stuff their keyword in the content part more than the google guidelines..

its when you go out of your way to keep putting in search phrases you want to rank for, Google will notice it and downgrade your rankings. Keep it form being overly spammy.

If you have been to a website that displays a list of words or phrases that have little or no relevance to the content on the website, then it is likely that website is keyword stuffing.
