HTML is seo friendly. than defiantly it is good.

I always prefer the php sites they are dynamic on the other hand html will make only static sites. There is no restriction that any site is made in php is not good for seo. Even i am having so much sites in php and they are doing very good in the market of seo. So you dont need to worry too much.

HTML is better than PHP cause search engine also use HTML format to crawl data on your website. So in SEO HTML is prefer than PHP.
