Taking into consideration your needs, I would recommend you to choose paidforumposting.com service if you want to increase your traffic and get much higher rankings in Google. These guys have done a great work for my sites.

In my opinion constant quality backlinking with good a lot of patience will do the work.

As per my knowledge I think it depends on competition. If there is low competition for your targeted keywords work less with all techniques and if more work more.

You are asking a question everyone in this forum wants to know. You have to try and test many methods and see how your website reacts. Just make sure that you don't get to impatient and start doing things that will get your site penalized. Most things mentioned here works in moderation. You cannot rank a site by just doing one thing. You have to have a great content for your site and you need to persuade other sites to link to you.
