First things first is to find out exactly what was changed and how you were effected. Was it traffic, rank, serp rank?

Google Panda consider mainly content to improve your ranking, traffic and Page rank, so you should use unique and quality content in every activity related to your website for increase the traffic, ranking and Page rank of your website. If you use low quality content like duplicate content, irrelevant content, you will get unexpected results like high drop in ranking, high drop in traffic, site ban, penalty.. etc.

I'd say the most likely cause for the drop in ranking is CONTENT. Upgrade your content , by making it unique and relevant. Since Google Panda dislikes duplication of content, that can be seen as the most explainable reason behind the ranking drop. Unique and good content is a very vital part of successful SEO.

The answer depends upon your SEO work done for the website and Your web page content uniqueness.

But I think making a major change with your page content can do the magic. Since Google Panda is mainly for Duplicate content so you need to concentrate on that.
