How do you port a ColdFusion site to PHP so it is more manageable?

First rule of software development/DevOps - never port a production app from one language to another unless you have no alternative. Starting over from scratch means you go through all the same issues that the original software development process went through. You burn a ton of time and money just getting back to your baseline.
