You have to build high quality and relevant backlinks for a website if you wan to increase the page rank.

High page rank depend on many factor. in which off page seo is very important. for increasing pagerank, you must create Good and quality backlinks. you can quality backlink from different sources like commenting, forum posting, social bookmarking sites, guest blogging etc.
Always be natural don't be spam.

Page rank is depending upon the website's traffic and inbound,outbound links.If your website having more traffic and more amount of inbound and outbound link means it should get good page rank.so first you should improve your website traffic and backlinks count.
