which is the best software for Beginner's photo editor or Graphic Designer?

No Doubt, Photoshop is best in Photo editing tasks but GIMP is easier to use for beginners.

It depends on what kind of photo you need or the graphics will need to be processed for a long time. At first glance, this seems rather trivial and simple, but as my experience of working with photographers from here https://www.splento.com/event-photographer-chicago shows, sometimes you need software that is much more serious.
