Robots.txt is the root file of the website, where you mention which pages of the website are allowed to be crawled and which pages are blocked.

If your website is not having Robots.txt file, than by default all pages of the website are allowed to be crawled.

Robots.txt tag is the substitute of Robots.txt file. It also does the same work, the only difference between Robots.txt file and tag is, tag need to be mentioned in all the pages, whereas file is uploaded only once in the root file.

The standard specifies how to inform the web robot about which areas of the website should not be processed or scanned.

In simple words a robots.txt is a file that tells the search engine which part of the website should be indexed or should not be indexed.

robots.txt is a text file uploaded in server, which tells search engine which file are allowed and disallow to crawl.

Robot.txt file is use to give instruction to the search engine bot. This is used for hiding that pages which you don't want to indexed by search engine bot.
