Robots.txt is much better compared to meta robots tag. It is a text file that lists webpages which contain instructions for search engines robots. The file lists webpages that are allowed and disallowed from search engine crawling.

Meta Robots tag is much better as it helps in forcing the search engine crawlers not to index and display the hidden pages on your server.

robots.txt is file
meta robots is tag
robots.txt is in root folder of website
meta robots is on webpages
robots.txt file defines the rule for website (Indexing)
meta robots tag defines the rule for the particular page (where it is present)

Web site owners use the /robots.txt file to give instructions about their site to web robots; this is called The Robots Exclusion Protocol.

Meta robots.txt is better then robots robots.txt because In order to exclude individual pages from search engine indices, the noindex meta tag <meta name="robots" content="noindex"> is actually superior to robots.txt.

The Robots Exclusion Protocol is a text file webmasters create to instruct robots how to crawl and index page on the websites

I think robots.txt is better than meta robot. in robots.txt search engines get all information in a file. So, we should go with robots.txt.

Robots.txt is uploaded in the root directory of the website, whereas Meta Robots tag is added in each and every page of the website.

Either you have to add robots.txt or robots tag.
