HTML Code Switching

I have read a few articles about presenting your html code in the correct order of relevance so search engine spiders see your content before other code.

Is this still the case?

If so then is switching the code order via javascript ethical? The page, design and content is exactly the same, just the html code moved to an optimised order?

I would appreciate your feedback.

There are a number of possible reasons for the switching from one language to another and these will now be considered, as presented by Crystal (1987). The first of these is the notion that a speaker may not be able to express him/herself in one language so switches to the other to compensate for the deficiency.
