Title tag can be between 66-70 characters and Meta description tag can be between 160-170 characters.

Title Tag : It should contain the information about your Page's Content. You should write it as compelling text based on the page content and using the right Keywords. Write considering your Webpage Visitors.
Limitations of Title Tag Length: It should be of maximum 65 characters, however there is no such limitations, Google currently displays up to 600 pixels text, which may also include texts of 70 characters which includes letters such as I or i

i think for description 155 words are the limit !!

There is no limitation of title and description tag, but yes its recommended that your title should be of 60 to 70 characters and description should be of 160 characters (including white spaces) because Google shows title and description in search results as recommended previously.
