Possible keyword cannibalisation

I have 2 separate landing pages on a client site.

I'll change the page names for client confidentiality - lets say they are about 'biscuits' and 'cakes' - 2 similar but distinct entities.

The cake page has more authority internally, has been around longer and has more external back links - it's the more powerful of the two.

On the biscuit page, we have a number of secondary keywords we're trying to rank for - and one of them is Jaffa Cakes (as we all know a Jaffa Cake is a biscuit in everything but name).

However, the Jaffa Cake also gets a glancing mention once on the cake page. Despite the biscuits page being heavily optimised for Jaffa Cakes, the cake page is the one ranking for the term.

This is all well and good as far as SEO is concerned, but there is no where near enough info on the page to convince visitors they'd like to buy a packet of these tasty biscuits.

Now, I could just remove the term from the cake page, but here's the rub. The cake page ranks the term at 11-12, but the biscuit page ranks it at 25-30.

I've noticed that Google sometimes ranks one page for a short while then the other. The cake page is always dominant.
