In web master tool you can submit robot.txt file.

You can add robots.txt in Google Web Master to stop crawling for search engines. And if your site is built in wordpress than you don't need to do this. Because in wordpress Robots.txt is already inbuilt.

You should make robots.txt file and attach with your site. robots.txt files are useful to crawls the site page and not crawls site page.

According to my opinion, the robots.txt file is kept in www or public_html directory.
