Yes, both are effective off page techniques. Provided you submit your website to niche related popular directories and comment intelligently on blogs. Both can fetch loads of quality traffic and backlinks (if dofollow) which eventually improves your SERP ranking.

I prefer Keyword Country to find popular blogs to comment on. Quite helpful!

Directories can improve your ranking But it takes some time for approval and other hand the blog commenting can also good option for traffic and backlinks
