Any activity which is unnatural to Google is called black hat such as bulk submission through software, keyword stuffing, cloaking etc

Black Hat SEO is basically SEO that would be against the policies of the various search engines as like buying backlinks, 2 or 3 way link building, automatic submissions in multiple sites etc.

Link farms,doorway pages,cloaking,hidden content,spam,page hijack,keyword stuffing,scarping paid links,parasite hosting.These are the black hat seo tactics, applying these on site may result in penalty from google or even deindexing the site.
