Quality backlink means the backlink which have quality. Which would be dofollow, one way, using targeting anchortext, no more than 50 out bound backlink, website PR will be high and the site will not be spamming.
Suppose, I have a website where I wrote article about education information. In this page have no more than 50 OBL, this website is dofollow, PR 2 which really a Good sign to get a backlink.
But I would like to add that a forum is a place to share knowledge not for backlink. But as a regular member and for the consider purpose of Admin you can get a only quality backlink.

Purchasing back links can also help. I've done so and moved up pretty quickly. You just have to make sure that the links you purchase will not hurt you. Links that will benefit you, usually are from older domains (2 years or older) with a page rank of 3 or above on google. Also make sure they do not have thousands of OBL already on their page.
