Follow a lot of people (but not in bulks), tweet, re-tweet popular tweets and mention popular people in your tweets. In time, they will pay attention to you and start following you, and maybe even re-tweet something from you.

Post quality content, use proper hashtags, follow more relevant people to get more twitter followers quickly.

Well there are many options. I'll just share some of them.
1) Use a Relevant Profile & Cover Photo
2) Have a Unique Twitter Bio
3) Buy Twitter followers from sites like SEOClerks.
