There really is no such thing as inbound linking, per se, but there are inbound links to your site, such as the amount of inbound links pointing to your site which gives it authority and reputation with a result of higher Serps.

Any link that is coming to your site is know as IBL or Inbound link. The simplest way to get get an IBL is if you have something to offer that is not so much popular out there in internet, and if other sites find out about it, and they then link your site in their own site/blog. It is one of the most effective techniques of getting a SE respectability.

In layman terms if you post a comment in a blog/forum with a link to your site, you will get link juices flowing from there to your site is also a link back!
