Yes it does and it will work better then Facebook and Twitter.

It will work better than other social networking site but not now. I don't see so much of effect.

At the moment, very little effect, Facebook is still dominating for me. But I can see it gaining traction.

I think No. Many Google products have been suspended in the midle like Google Buzz, Knol, etc and similarly Google is experimenting with +1 and Google plus. I don't think that the +1 feature is helpful in any sense. Google has to withdraw such failed features as soon as possible.
