Backlinks should be taken mostly form those website which give Dofollow links.They should also be relevant and reliable comparatively.Google trust relevant links more than spam.

You should be consistently working on seo for your website. For that

1)Use social bookmarks
2)Free directory submission
3)Press release
4)Article submission
5)Blog commenting
etc...

Another thing you can do, along with building pr 0 links is try to get links with higher PR and minimum OBL's and you may see an increase in PR after the next update, but that is the green toolbar update which is not true PR.

If you want to increase your Page Rank then increase your backlinks but remember your backlinks should be good and best.

You are right of course. However, depending on the niche and whether the site is commercial, it can be difficult to get relevancy because sites in the same line of business don't generally give away links. If you can get it great, but if not go for high PR and where possible relevant anchor text.

Improve your page rank of the website by getting a good quality of backlink from edu and gov blogs. Also try to do forum posting, social bookmarking, directory submission, article submission and many more.
