Cross platform module portal ?
 

Is there any cross platform portal or framework in which separate modules can be combined at will to create new applications ? . For example : suppose there is a 'comments' module , a 'ratings' module and a 'social icons' module, i should be able to mix and match them by drag-and-drop, even if each module is written in different languages
