What are Geo Meta Tags?

They are Tags that tell a search engine where the site is located. I have never used them and if you want to know if they relate to any SEO value, I'd say no. I have taken a few sites to the top result in Google without ever using a Geo Meta Tag. Here are examples of what they look like....
