Because these things are count in Spam.

• Comment posting in irrelevant blog and giving unrelated Link.
• Paid Links (Selling Links for Money)
• Copy the Content Form Other websites.
• Jung or Bulk Submission Like Social Bookmarking and Article Submission
• Low Quality Content with irrelevant anger link
• Bouncing Rate Increasing
• Stuffing Your Keyword
• Giving back links to sites which is banned from Google
• Linking to Irrelevant Website and Content

Doing social bookmarking bulk submission is really considered as Spam? But if we do submission on reputed websites then too we are spamming or then it is allowed.
