Create a .txt file of backlinks which you want to ignore and submit it to the Google Disavow tool.

Firstly, you should download the site's backlinks in .txt files which is not good for the site after that you can delete site backlinks with help of webmasters tools.

If your site is penalized by Google penguin, you should use Google disavow tool to delete the back links of the site. for use of disavow tools, you should use your Google webmasters.

I think this will help some sites recovering and also make your competitors harder to hit your website.The disavow tool does take some time to work. The offending pages with the dodgy links need to be re crawled before they get disavowed.
