Please tell me, Which is the best language to design a good web site?

you can use word press its easy to use and also very helpful from seo point of view.

The best language,or a good web site, comes from your needs. what you want to do, how to work etc....

php or html

it depends on the type of website you need to have.. if the website is just contains text and does not need any transactions form the customer i can recommend to use Wordpress using PHP..

Its totally depend on your interest , in which language you feel comfortable. For me Wordpress and PHP is good.

Your question can’t be answered straightforward. No language is good or bad. It depends on you how much can you draw from a programming language. And nowadays, websites are made on CMSs like WordPres, Joomla, Magento etc. The programming skills comes into practice while making theme for websites. You can either make theme through writing code or you can use some theme generator like TemplateToaster which do not require to write code.
