A dedicated server is a real physical machine and you have all it's resources at your disposal.
A VPS is a virtual machine sharing the resources of a physical one with at least a few other virtual machines.
For example if you own a server with 64GB of RAM you can have a few separate virtual ones running on top of it, each of them having 2 or 4 or 6GB of RAM and acting as completely different servers.

VPS is a single machine split up into several "virtual" servers. This has become popular because dedicated servers are now so powerful as to outperform fully dedicated hardware from just a few years ago. So you still have neighbors, and it's not a machine all to yourself.
