Yes as far as link juice/value is concern. But Google strictly prohibits this kind of strategy and might get your site being penalized if they caught you.

Some service providers displaying the advertisements like High page rank backlinks at 10$ they really giving that type of high page rank backlinks to their customers

yes it is but google not like this paid link and when google caught you it will give you penalty else if your site is new and then you want paid links then google will give a red flag to the site that not good for site in future

Paid links are useful to give link juice for the site but google don't like paid links so it's not good in google point of view.
